NR 140 (DG-17-22) Draft Economic Impact Analysis Informational Session

The Wisconsin Department of Natural Resources (DNR) is developing revisions to the state’s groundwater quality rules in NR 140, Wisconsin Administrative Code. The rule revisions are intended to add new state groundwater quality standards for four per- and polyfluoroalkyl substances (PFAS): perfluorooctanoic acid (PFOA), perfluorooctanesulfonic acid (PFOS), perfluorobutanesulfonic acid (PFBS) and hexafluoropropylene oxide dimer acid (HFPO-DA/”GenX”). In accordance with s. 160.07, Wis. Stat., amendments to ch. NR 140, Wis. Adm. Code, groundwater quality standards for substances of public health concern are based on recommendations from the Wisconsin Department of Health Services (DHS).
The DNR has developed a draft NR 140 Economic Impact Analysis and is holding a public comment period to solicit additional information or advice on the economic effect of the proposed rules.

The topic of agroforestry, or combining trees and food production, has gained more attention. We are devoting this session of the Sound Forests and Policy subcommittee of the Council on Forestry to discussing forests and food.
Topics include forestry guidance on:
- silvopasture, or managed grazing under trees
- trees that produce edible nuts and fruits
- markets for land that grows timber and food
- implications for diverse plant and animal communities
- areas where additional guidance would be helpful

In the morning at the DNR Buena Vista field office, there will be updates on 2023 public land management within the Greater Prairie-Chicken focus area, 2023 prairie-chicken survey report, outreach/education and partner updates. Public attendees will be allowed to comment at the end of the morning session, but the public has no authority to vote. Public attendees will be limited to three minutes each, depending upon how many people from the public attend. In the afternoon, a bus will be driving to sites to discuss the management of the Leola and Buena Vista Wildlife Areas.
