Broad Incidental Take Permit/Authorization
The Broad Incidental Take Permit/Authorization (BITP/A) allows for the incidental taking (mortality) of state-threatened and endangered animals and plants that may occur during specific no/low impact project activities. The department recognizes that some projects will have no or very low impact on endangered resources and, therefore, approved this permit (used by non-state agencies and individuals) and authorization (used by state agencies).
Activities covered by the BITP/A
Certain activities are covered and include all state endangered and threatened species for these categories:
- General;
- Utility;
- Transportation;
- Waterways General Permit; and
- NRCS Standard Practices.

Submit the ER Review Verification Form [PDF] to the ER Review Program by clicking the “Submit by Email” button on the form. Also, include this form with other DNR permit/approval applications.
OR
Add the project to your project list in the Broad Incidental Take Permit/Authorization for No/Low Impact Activities – Annual Report [PDF] and submit it at the end of the calendar year. Only use this option if your project doesn’t require other DNR permits/approvals.

Get an ER Preliminary Assessment using the NHI Public Portal to see if you need a review. Depending on the results of your ER Preliminary Assessment, you may or may not need a review (refer to the FAQ section for an explanation of results). Learn how to get an ER Review.
Note: Certified reviewers please refer to the Certified ER Reviewer Toolkit for additional documents related to this BITP/A. For certified reviewers, the BITP/A annual report can be included as an attachment to the ER Certification Program’s annual reporting form. This reporting requirement will be added to the conditions of the Natural Heritage Inventory data-sharing license.
