The Wisconsin Department of Natural Resources (DNR) is seeking public input on a proposed reauthorization of the state's phosphorus multi-discharger variance (MDV). 

 

The MDV extends the compliance timeline for municipal and industrial wastewater treatment facilities faced with restrictive phosphorus effluent limits that qualify for the variance. While covered under the variance, point source dischargers optimize their phosphorus treatment and contribute to watershed projects that reduce nonpoint sources of phosphorus.

 

The federal approval of the MDV expires in February 2027. The DNR is currently proposing to submit a renewed variance package to EPA, which would authorize use of the MDV to 2035. The variance package is currently posted for public review and comment on the DNR's Multi-discharger Variance webpage.

 

A public hearing is being held to receive comments on the proposed multi-discharger phosphorus variance. During the hearing, DNR staff will provide a short presentation. Following the presentation, attendees will be given the opportunity to provide verbal comment.
