Remediation & Redevelopment External Advisory Group

The Remediation and Redevelopment External Advisory Group (RR EAG) was formed to address a broad range of issues, encompassing both technical and policy topics related to encouraging the investigation, cleanup and redevelopment of contaminated sites in Wisconsin.

The RR EAG identifies issues and topics of interest that may be addressed by ad hoc subgroups. Subgroup members are expected to research and develop recommendations on the selected topics for presentation to the full group.

The RR EAG meets quarterly, with additional subgroup meetings scheduled as needed. Meetings are open to the public.

Contaminated Sediments Subgroup

Contaminated Sediments Subgroup

The Wisconsin Administrative Code chs. 700-799 (“NR 700”) rules are the road map for the restoration of contaminated sites in Wisconsin. Sediment cleanup is an integral section of NR 700 therefore it is necessary to evaluate and establish consistent guidance regarding sediment cleanup. The objective of the Sediment Subgroup is to develop a consistent approach for the management of contaminated sediments from dredging projects, environmental cleanups, redevelopment and other construction projects in waters of the State. Meeting this purpose/objective includes providing recommendations for implementation that consider and incorporate environmental justice.  

The DNR established the Contaminated Sediments External Advisory Group in 2015 to develop a unified approach to address issues associated with the investigation, management and remediation of contaminated sediments in waters of the state. The group was incorporated into the RR EAG as a subgroup in 2022.

The U.S. EPA defines environmental justice (EJ) as the fair treatment and meaningful involvement of all people regardless of race, color, national origin or income with respect to the development, implementation and enforcement of environmental laws, regulations and policies. Meeting this purpose/objective includes providing recommendations for integrating environmental justice into remediation and redevelopment policies and practices, cultivating strong community partnerships to improve on-the-ground results, and charting a path forward for achieving better environmental outcomes and reducing disparities in the state’s most overburdened communities by identifying and addressing resource and policy gaps.

Funding Sustainability Subgroup

The restoration and beneficial reuse of contaminated sites requires financial resources – both to assist parties in the investigation and cleanup and to fund the DNR staff who oversees this work.  The objective of the Financial Subgroup is to evaluate and recommend improvements to current grant/funding programs and to recommend new programs or resources to fill current funding gaps.  Meeting this purpose/objective includes providing recommendations for implementation that consider and incorporate environmental justice.

The Wisconsin Administrative Code chs. 700-799 (“NR 700”) rules are the road map for the restoration of contaminated sites in Wisconsin. Relevant program policies that promote consistent application of NR 700 rules are essential to the RR Program’s success and sustainability. The objectives of the NR 700 Subgroup are to (1) advise on legislative action affecting the program, (2) evaluate and recommend revisions to the NR 700 rules and (3) recommend new or revised policies for consistent implementation of the rules.  Meeting these purposes/objectives includes providing recommendations for implementation that consider and incorporate environmental justice.

Chs. 700-799, Wis. Adm. Code, are the road map for the restoration of contaminated sites in Wisconsin. A current priority area is proactive training and outreach for awareness of potential chemical vapor intrusion (VI) from reported and unreported contamination.
