Wastewater General Permits
The Wisconsin Department of Natural Resources (DNR) is authorized under Section 283.35, Wis. Stats. [exit DNR], to issue Wisconsin Pollutant Discharge Elimination System (WPDES) general permits to a designated area of the state authorizing discharges from specified categories or classes of point sources located within that area. A general permit is designed to cover multiple facilities under one permit when they perform similar operations, produce the same type of wastewater streams, employ similar wastewater treatment operations, or are subject to similar effluent limitations and monitoring requirements in accordance with s. NR 205.08(1)(b), Wis. Adm. Code.
NOTE: Expired General Permit: If a permittee submitted a complete and timely NOI to be covered by a WPDES general permit, all conditions of an expired general permit shall continue to apply until the effective date of a new general permit.

This permit is intended to cover the discharge of ballast water from vessels into Lake Michigan, Lake Superior or other waters where a vessel may transit located within the boundaries of Wisconsin and meeting the applicability criteria listed in this permit.

Carriage and Interstitial Water from Dredging Operations
This permit is intended to cover dredging operations where carriage water or interstitial water from sediment dredging projects is discharged to surface waters or seepage systems.

Concrete Products Operations (WI-0046507-6)
Concrete Products Operations
This permit is intended to cover concrete products operations (excluding concrete asphalt) where washwater, boiler blowdown, non-contact cooling water and dust control wastewater are discharged to surface waters or seepage systems.
Contaminated Groundwater from Remedial Action Operations (WI-0046566-7)
Contaminated Groundwater from Remedial Action Operations
This permit covers wastewater from soil and groundwater remediation projects involving organic contaminants (primarily hydrocarbons and solvents) discharged to surface waters or seepage systems. The permit also contains requirements for infiltration discharges to enhance in-situ bioremediation.
Dewatering Operations (WI-0049344-5)
Dewatering Operations (formerly Pit/Trench Dewatering)
This permit is intended to cover wastewater discharges from various dewatering operations to surface waters or seepage systems.
Note: Dewatering well systems that will have a combined pumping capacity of 70 gallons per minute (100,000 gallons per day) or more require a high capacity well approval. Please see the High Capacity Well Application and Instructions for more information.
Domestic Wastewater to a Subsurface Soil Absorption System (WI-0062901-3)
Domestic Wastewater to a Subsurface Soil Absorption System
This permit is intended to cover discharge of domestic wastewater into a subsurface soil absorption system. The facility may consist of a large scale subsurface soil absorption system with a design flow greater than 12,000 gallons per day that is approved by the Department of Safety and Professional Services and concurred with by the DNR.

Industrial Liquid Waste to a Subsurface Soil Absorption System
This permit is intended to cover discharges of industrial liquid wastes containing biodegradable pollutants discharged to subsurface soil absorption systems (septic tanks followed by subsurface drainfield systems). Typical wastewaters will come from, but not be limited to, food processing facilities (including fruit, vegetable, meat, fish and poultry processing facilities), mink raising operations and aquaculture operations.

Landspreading of By-Product Solids
This permit is intended to cover discharges of by-product solids to land spreading sites. By-product solids are waste materials from the animal or food processing industry including, but not limited to: vegetable waste leaves, cuttings, peelings, husks and sweet corn cobs; animal paunch manure (stomach contents); and waste fruit and pits.

This permit is intended to cover the application of industrial sludges to landspreading sites regulated under ch. NR 214, Wis. Adm. Code. These sludges must not have detrimental effects on soils, crops or groundwater, and have beneficial properties as a soil conditioner or fertilizer. These sludges are typically from the treatment of food processing wastewaters.

This permit is intended to cover discharges of liquid wastes to landspreading sites from, but not limited to, food processing facilities (including fruit, vegetable, dairy products, meat, fish and poultry processing facilities), mink raising operations and aquaculture operations. The wastes will typically contain biodegradable pollutants with annual limitations on the application of nitrogen and chlorides.

Low-Impact Discharge (WI-0066575-01-0)
Low-Impact Discharge
This general permit is applicable to facilities with low impact point source discharges to waters of the state. These discharges are relatively pollutant-free wastewaters that present no or minimal impact to water quality of surface water or wetlands or groundwater quality when managed properly. Low-impact discharges covered under this permit do not contain pollutants in concentrations that cause, have the reasonable potential to cause, or contribute to an excursion above any applicable water quality standards or groundwater quality standards.
Mineral (Nonmetallic) Mining and/or Processing (WI-0046515-07-2)
Mineral (Nonmetallic) Mining and/or Processing
This general permit is applicable to the point source discharge of pollutants to a water of the state associated with stormwater runoff and/or wastewater (e.g. mine dewatering and process generated wastewaters) from nonmetallic mineral mining operations, nonmetallic mineral processing operations, or other similar activities. Note: Following an administrative order signed October 4, 2024, the Mineral (Nonmetallic) Mining and/or Processing, WPDES General Permit No. WI-0046515-07-2 will become effective December 31, 2024. As a result of the order, sampling point 006 will only apply to process wastewater discharges to groundwater (such as infiltration from unlined ponds) at industrial sand facility activities commonly categorized under Standard Industrial Code (SIC) 1446, pursuant to federal Occupational Health and Safety Administration (OSHA) regulations. This permit is intended to cover non-contact cooling water, air conditioning condensate, boiler blowdown and similar discharges free of toxic substances to Wisconsin surface waters or seepage systems.

This permit is applicable to operation and maintenance of industrial potable and non-potable water systems and hydrostatic testing of petroleum systems that results in the discharge of fire hydrant flushing water, disinfection water, hydrostatic test water, well development water or other similar wastewaters to surface waters or indirectly to groundwaters via seepage.

Operation and Maintenance of Municipal Water Systems
This permit is applicable to operation and maintenance of municipal water systems that results in the discharge of fire hydrant flushing water, disinfection water, hydrostatic test water, well development water or other similar wastewaters to surface waters or indirectly to groundwaters via seepage.
Pesticide Pollutant Discharges
Pesticide Pollutant Discharges
Four general permits authorize point source discharge of a biological pollutant, an excess chemical pollutant and a residual chemical pollutant directly into waters of the state. The pollutant discharge can result from control activities for the following types of organisms:

Petroleum Contaminated Water (WI-0046531-6-1)
Petroleum Contaminated Water
This permit is intended to regulate petroleum contaminated water from fueling areas (auto, rail, airport, etc.) and petroleum storage tank farms discharged to surface waters or seepage systems.
Satellite Sewage Collection Systems (WI-0047341-6)
Satellite Sewage Collection Systems
This permit is applicable to municipally-owned satellite sewage collection systems and privately-owned satellite sewage collection systems (i.e. Mobile home parks, hospitals, motels and hotels, or golf courses) that convey wastewater to another satellite sewage collection system or to another sewerage system that provides wastewater treatment and discharges under a separate WPDES permit. The permit includes sanitary sewer overflows reporting requirements; compliance maintenance annual reports (CMAR); capacity, management, operation and maintenance program (CMOM) requirements; and monitoring requirements for sanitary sewer overflow structures. Sanitary sewer overflows are prohibited under the general permit.
Storage of Domestic Septage (WI-0066435-02)
Storage of Domestic Septage (Land Application as Septage)
This permit is applicable to large septage storage facilities (typically > 555,000 gallons or more) that land apply domestic septage on department approved sites or hauls the domestic septage to other permitted facilities approved for domestic septage storage and/or treatment.

Swimming Pool Facilities (WI-0046523-5)
Swimming Pool Facilities
This permit is intended to cover pool cleaning, pool drainage and pool filter backwash wastewaters that are discharged to surface waters or seepage.
Water Treatment and Conditioning (WI-0046540-6)
Water Treatment and Conditioning
This permit is applicable to water treatment and conditioning facilities (potable and non-potable) that result in discharges of backwash water, regeneration water, concentrate or reject water, unit washwater or drainage water, and decant water or supernatant, or other similar wastewaters associated with the water treatment processing that are discharged to surface waters or indirectly to groundwaters via seepage.
Apply
How to Apply
Starting on July 1, 2022, applicants submitting a Notice of Intent (NOI) for coverage under any wastewater general permit must submit an electronic NOI (eNOI). The eNOI is available on the online ePermitting System by logging in through the Water Permit Applications webpage. Paper NOIs will no longer be accepted by the department for wastewater general permits.
For an applicant to obtain coverage under a general permit, the applicant must:
- Determine if a WPDES permit is required for the discharge activity by answering the general applicability questionnaire available (NOTE: if applying for the Satellite Sewage Collection System or Ballast Water Discharge General Permit, please skip to Step 2).
- After you have completed the general applicability questionnaire, please answer the additional applicability questionnaire available for each general permit. Links to the additional applicability questionnaires are available at the end of the questionnaire above or available under the general permit documents. If the additional applicability questionnaire is not available for the general permit, please review the applicability section of the general permit.
- After you have completed the additional applicability questionnaire available for the general permit, please complete and submit an electronic notice of intent (eNOI) for the general permit to the department at least thirty (30) days before the expected start date of discharge pursuant to s. NR 205.08(3), Wis. Adm. Code, and 40 CFR Part 127.
Applicants must submit the eNOIs to obtain coverage under any general permit. The eNOI is available for use on the online ePermitting System by logging in through the Water Permit Applications webpage. The ePermitting System does not require any special software and is completely web-based and available using any internet browser. Applicants must have or create a Wisconsin Web Access Management System (WAMS) ID to access the eNOI. If the applicant already has a WAMS ID, then the applicant does not need to recreate one and they may access the eNOI.

The department does not charge permit application fees or annual fees for most wastewater general permits, with one exception. The exception is the ballast water discharge general permit, which charges a $1,200 application fee and $345 annual fee as required by s. 283.35(1m), Wis. Stats.
Average Review Process
- Notice of intent: 14 to 30 days
Note: The review time period begins from the date that a complete NOI has been received by the department. Additionally, there is no review time period provided in Wisconsin statutes or administrative code for granting coverage under a general permit.
Coverage
Permit coverage
Following the submittal of a complete NOI to the department, the applicant shall receive a letter from the department granting them coverage under a general permit prior to commencing discharge to a water of the state pursuant to s. NR 205.08(3), Wis. Adm. Code.
If the applicant has not received a letter from the department granting them coverage under a general permit, an applicant may not discharge to a water of the state until coverage under the general permit is granted by the department. Failure to obtain coverage under a WPDES permit for a discharge to a water of the state may be in violation of state law under s. 283.31, Wis. Stats. and you could be prosecuted.
Coverage under a general permit is effective upon the date specified in the department coverage letter. If a permittee submitted a complete and timely NOI to be covered by a general permit, the terms and conditions of an expired general permit shall continue to apply until the effective date of a new general permit based on s. NR 205.07(1)(n), Wis. Adm. Code and 40 CFR Part 122.28(b)(2)(i).
Reporting
Submittal of electronic discharge monitoring reports (eDMRs)
The permittee shall submit wastewater discharge monitoring data as required under the general permit on an electronic discharge monitoring report (eDMR) form in accordance with s. NR 205.07(1)(r), Wis. Adm. Code. The eDMR form is available through the Switchboard. The eDMRs are due 21 days following the end of the reporting period/frequency. For instance, if a parameter is to be sampled quarterly, the eDMRs are due 21 days following the end of each quarter. The eDMR shall be submitted to the department regardless whether or not there is a discharge during any reporting period and the flow rate shall be reported when there is no flow or discharge on a day.
In order to access the eDMR forms, you must have or create a Wisconsin Web Access Management System (WAMS) ID and request access for each facility for which you intend to submit data. The Switchboard can be used to create a WAMS ID and register with your contact information and user roles. If you already have a WAMS ID, then you do not need to recreate one but must still request access to each facility for which you intend to submit data.
Submittal of Paper Discharge Monitoring Reports
When an eDMR is not available, the permittee shall submit paper discharge monitoring reports (DMRs) to the department no later than the date indicated on the DMR form. The DMR must be submitted to the department regional office identified on the letter granting coverage under the applicable general permit. (The contacts for each general permit can be found in the Contacts tab). The DMR must summarize the monitoring information and show all the required sample results for the general permit discharge. Failure to submit a complete DMR may result in a violation of the general permit conditions.
Transfer
Permit coverage transfers
A permit is not transferrable to any person except after notice to the department. Permittees that wish to transfer general permit coverage to a new permittee must submit a Transfer of Coverage (TOC, Form 3400-222) pursuant to ss. NR 203.136(p) and NR 205.07(1)(i), Wis. Adm. Code and 40 CFR Part 122.61. All TOCs shall be completed by both the existing and new permittees including the “Certification and Signature” section and sent via mail or email to the department. The department will then send a letter to the existing permittee stating that their coverage is terminated under this general permit.
If the quality or quantity of the discharge has not changed at the facility, the department will send a coverage letter to the new permittee under this general permit. If there have been significant changes at the permitted facility, the new permittee shall submit a new NOI to the department.
Note: Permittees must submit all required reporting to the department before permit coverage can be transferred.

Termination
Permit coverage termination
Permittees that wish to terminate their general permit coverage must submit a Notice of Termination to the department in accordance with s. NR 203.136(3), Wis. Adm. Code and 40 CFR Part 122.64. Permittees must complete the NOT, including the “Certification and Signature” section, and submit to the department via the online Water Permits system. The department will then send confirmation back to the permittee stating their coverage is terminated under the general permit.
Note: Beginning March 1, 2024, paper NOTs will no longer be accepted and permittees must use the online water permits system to request termination of permit coverage.

Signature
Signature Requirements
All NOIs, DMRs, and other information requested by the department must be signed by the authorized representative of the facility or project in accordance with s. NR 205.07(1)(g), Wis. Adm. Code. Section 283.37(3), Wis. Stats., states an authorized representative means any of the following.
- In the case of a corporation, by a principal executive officer of at least the level of vice president or by the principal executive officer’s authorized representative responsible for the overall operation of the point source for which a permit is sought.
- In the case of a limited liability company, by a member or manager.
- In the case of a partnership, by a general partner.
- In the case of a sole proprietorship, by the proprietor.
- In the case of a municipality, publicly owned treatment works or a municipal separate storm sewer system by a principal executive officer, ranking elected official, or other duly authorized employee.
Authorized representative may delegate signature authority to a duly authorized representative to sign and submit specific documents by submitting a delegation of signature authority (DSA) request (Form 3400-220, Delegation of Signature Authority) or equivalent in accordance with s. NR 205.07(1)(g)2., Wis. Adm. Code. The authorized representative can only delegate signature authority to a duly authorized representative if that person is responsible for the overall operation of the facility or activity regulated by the general permit. The DSA request shall specify the name of the individual and their employment position. The DSA request must be submitted to the department with the NOI or together with the submittal of any required documents. If there are any changes to this request, a new DSA request shall be submitted to the department.
