Public water system plan review

Common project document definitions/expectations:

Cover letters should provide a general description of the need for the project and proposed scope of work. Cover letters may address previous project approvals or prior work done that is associated with this project (i.e. well site investigations or pilot studies).

Engineering reports shall contain the assumptions made and factors used to determine the design and function of the waterworks improvements. The function and design improvements should be addressed as both the individual components and as they pertain to the waterworks operation as a whole. The engineering report shall, in all cases, indicate the basis of design (s. NR 811.09 (3) and (4), Wis. Adm. Code).

Engineering Report Requirements

Engineering reports may be submitted before or along with the project plans and specifications. Municipal systems seeking SDWLP financial assistance for a project shall submit an engineering report to the Department for review and approval no later than June 30 (s. NR 166.09, Wis. Adm. Code).

Worksheets (Forms) shall be included with all submittals when applicable worksheets are available by the department (s. 811.08(1), Wis. Adm. Code). The worksheets are intended to highlight important code requirements and to ensure a complete project submittal.

Detailed construction plans shall contain appropriate plan and profile views, elevations, sections and supplemental views which together with the specifications provide all necessary information for construction of the improvements (s. NR. 811.09 (1), Wis. Adm. Code). The maximum plan size should be 24” x 36” and all plans shall be drawn to a suitable scale not smaller than one inch equaling 40 feet for detailed plans and not smaller than one inch equaling 100 feet for general plans (s. NR 108.04(2)(f), Wis. Adm. Code).

Specifications shall provide complete, detailed material and construction specifications for all phases of the proposed project. Specifications shall contain a program for continuing existing water system operations and erosion control during facility improvement projects. (NR 811.09 (2), Wis. Adm. Code).

** Transmission mains are water mains used to convey raw or finished water in generally one direction and do not have residential service connections. Transmission mains should however have hydrants for flushing and shut off valves for isolation. Transmission main submittals must include an engineering report meeting the requirements of the engineering report section.

Water treatment

Note: In accordance with s. NR 811.40 (1)(L), Wis. Adm. Code, protections are required to ensure incompatible chemicals are not stored in common areas.   1. General plan showing the location of the well on the site, and any water or sewer infrastructure.
  2. Well site plan showing the property lines, contours and spot elevations (to determine drainage), surficial features, structures and other relevant data, locations of observation wells, monitoring wells, test wells, treatment or other wells.
  3. Detailed cross section showing the size and depths of drill holes and casings, depth of grout and geological formations to be penetrated.
  4. Building location, dimensions, profiles, elevations and details.
