Recruit, Retain and Reactivate
R3 refers to the Recruitment, Retention and Reactivation of hunters, anglers, trappers and shooting sports participants. The DNR is developing strategic plans and implementing known strategies that result in new hunters, anglers and trappers to react to declines in the number of participants and proactively address impending declines.
