Advisory Groups
EDGE
In the Fall of 2017, the legislature enacted Act 70, directing the Department of Natural Resources (DNR) to establish a pilot program to incentivize manufacturers who supported local economic development, while leveraging the unique benefits of redeveloping brownfields. The program was called the Economic Development and Green Environment (EDGE) pilot program, which concluded with a report to the legislature. While the pilot is no longer accepting new applicants, the individual components are still available to interested parties outside of the pilot program construct.
This page is a repository of information about the stakeholder groups that advised the DNR while establishing the pilot.
The EDGE Advisory Group consisted of stakeholders who were tasked to provide input to DNR staff on the implementation of the pilot program as outlined in the team charter.

The EDGE Metrics subgroup was tasked to develop a set of key performance indicators (KPIs) to show the costs and benefits of participating, the effectiveness of outreach efforts, and the overall success of the pilot. The DNR used these metrics to evaluate the program in the report to the legislature.

The Green Tier Registration Permit subgroup was tasked with exploring how air pollution control registration permitting elements could fit with Green Tier requirements to create a flexible new permit option. The subgroup advised the department on the development of the ROP-G air permit.
Subgroup Objectives
- Provide feedback as the DNR develops a Registration Permit specifically geared to facilities with low air pollution emissions that operate under Tier 2 of Green Tier
- Provide support to the EDGE Advisory Group
