Special Privileges - Eligibility Document Submission
The Wisconsin Department of Natural Resources (DNR) offers a variety of discounted licenses and privileges that require the applicant to present proof of eligibility either in-person at a license sales location, a DNR Service Center or submit online for the department to review.
The specialty privileges online submission form below can be used to submit eligibility documents to the department for Armed Forces members, veterans or Purple Heart recipients, for the following privileges:
- Request military hunter education exemption to be embedded in record
- Qualified nonresident Armed Forces eligible to purchase an elk application
- Qualified Armed Forces eligible for a one-time bear permit transfer
- Qualified Armed Forces eligible to purchase a sold-out bonus deer harvest authorization
- Qualified Armed Forces eligible to acquire a spring turkey harvest authorization without going into the cumulative preference drawing
- Active Armed Forces deferral of awarded permit or preference point reinstatement request
- Out-of-state hunter education to be embedded in record
- Major medical preference point reinstatement request
Individuals who have medical or mobility limitations that prevent them from purchasing discounted licenses in-person may submit eligibility documents for review to request the ability to purchase the following license privileges online:
- Resident Armed Forces free fishing and small game license
- Resident Armed Forces Lake Winnebago sturgeon spearing license (after Oct. 31 purchase deadline)
- Variety of nonresident military licenses
- Varity of nonresident student licenses
- Resident disabled veteran fishing license
- Resident disabled veteran recreation card
- Resident disabled veteran spring turkey harvest authorization
- Resident disabled fishing license
- Variety of Purple Heart recipient license discounts and privileges *
* Purple Heart eligibility documents shall be presented in-person to a DNR service center unless the individual has medical or mobility limitations that prevent them from presenting them in-person.
