The Environmental Loans Section welcomes public input on the environmental reviews and potential environmental impacts of water infrastructure projects seeking funding through the Safe Drinking Water Loan Program (SDWLP).

ENVIRONMENTAL REVIEW REQUIREMENTS

A local governmental unit can apply for funding through the Safe Drinking Water Loan Program for a project to improve its public drinking water system. Following the SDWLP federal requirement 40 CFR 35.3580, an environmental review must be conducted before funding the project.

Per chapter NR 166.10(2)(a), Wis. Adm. Code, the DNR must, if applicable to the scored SDWLP project, comply with the Wisconsin Environmental Policy Act (WEPA) requirements pursuant to the procedures in ch. NR 150, Wis. Adm. Code, prior to executing a financial assistance agreement (FAA, AKA loan) for the project.

PUBLIC COMMENTS

The public is encouraged to submit comments regarding the DNR's decision and the potential environmental impacts of a project. Based on the comments received, the SDWLP may prepare an environmental analysis before proceeding with the funding process. The analysis would summarize the DNR's consideration of the project's impacts and reasonable alternatives.
