Disadvantaged Business Enterprise Requirements
When financing a project through the Clean Water Fund Program (CWFP) or the Safe Drinking Water Loan Program (SDWLP), all municipalities and their prime contractors must make good faith efforts to utilize disadvantaged business enterprises (DBEs).

The DBE Fact Sheet contains information regarding the laws governing the U.S. Environmental Protection Agency's DBE requirements.
Contract packet for DBE compliance
Much of the language included in the Contract Packet for DBE Compliance must be included in the bidding documents provided to potential contractors. We encourage consulting engineers to include this entire packet in bidding documents and the actual construction contract. This packet contains important information for compliance with the DBE regulations.
Lists of certified DBEs
Your DBE solicitation efforts must include contacts with firms listed on one or more of these Unified Certification Programs (UCPs).
