The Natural Resources Board will meet in-person. Remote testimony from the public via Zoom may be accepted for this meeting. In person public appearances are also welcome. Members of the public can submit their request to testify remotely, in person, or their written comments by the posted deadline date for Board consideration. Written comment is welcome on any agenda item. Public testimony may be accepted on Action Items and Open Forum in accordance with the Board’s public participation guidelines at: https://dnr.wisconsin.gov/about/NRB/public.html.

NOTICE IS FURTHER GIVEN that on Tuesday, Sept. 24, 2024, the Wisconsin Natural Resources Board will tour and/or receive presentations at the following locations (NOTE: The public must pre-register with Board Liaison to attend scheduled tours. Registration information is located on the last page of the agenda. Exact tour schedule is subject to change): 1) At approximately 9:00 a.m., the Board will meet at Hampton Inn Hotel, 3090 Village Park Drive, Plover, WI 54467 for welcome remarks from DNR West Central Region Secretary’s Director. 2) At approximately 9:00 a.m., the Board will travel to the Mead Wildlife Center, 201517 County Road S. Milladore, WI 54454, for a tour of the center and lunch discussion regarding partnerships between wildlife staff and Friends Group. 3) At approximately 12:35 p.m., the Board will travel to UW Stevens Point, 2100 Main Street, Stevens Point, WI 54481, for a presentation regarding UW-Stevens Point Forestry. 4) At approximately 2:30 p.m., the Board will travel to Plover River Stop, Lat: 44.46799 0 N / Lon: 89.48834 0 W, for a presentation on Plover River Collaborative efforts, discussion of drought and high-cap wells, and to meet with Producer-led Groups. The Tuesday tours will end at approximately 4:30 p.m. No action will be taken.
NOTICE IS FURTHER GIVEN that on Tuesday, September 24, 2024, at 6:00 p.m., the Wisconsin Natural Resources Board will have dinner at 13 Chairs Restaurant located at 137 North Main St., Amherst WI. No action will be taken.
NOTICE IS FURTHER GIVEN that the Wisconsin Natural Resources Board meeting will convene at 8:30 a.m. on Wednesday, Sept. 25, 2024, at Food + Farm Exploration Center, in the Ag Grand Hall, 3400 Innovation Drive, Plover, WI 54467. The Board will act on items 1-4 and 7 as listed on the agenda.
NOTICE IS FURTHER GIVEN that matters concerning natural resource issues or the Department’s program responsibilities or operations specified in the Wisconsin Statutes, which arise after publication of this agenda may be added to the agenda and publicly noticed no less than two hours before the scheduled board meeting, if the Board Chair determines that the matter is urgent.

NR 107 and 109 and creating ch. NR 107, related to aquatic plant management, manual removal and mechanical control regulations, and aquatic habitat protection, and revision of ch. NR 193 related to surface water grants
(Michelle Nault, Lakes & Rivers Section Manager) - Acknowledgement of Donation – The Newport Wilderness Society donated a Polaris UTV valued at $20,750.28 to Newport State Park. This donation will be used to serve a variety of important maintenance roles at the property
(Steven Little, Deputy Secretary) - Acknowledgement of Donation – The Newport Wilderness Society donated $27,000.00 to fund an LTE natural resource educator position
(Steven Little, Deputy Secretary) - Acknowledgement of Donation – The Door County Historical Society donated replica historical buildings valued at $300,000. This donation will be used to construct a replica of the historical barn and summer kitchen for the benefit of visitors at Peninsula State Park

Each speaker will have three minutes to give their testimony; however, the Board Chair has final discretion on time limit.
